Depends: This totally depends on the cause of your neck pain. Strengthening the muscles supporting your neck can help the pain but strengthening some but not all of these muscles can make it worse. You need to work with a physician and/or physical therapist and craft a specific plan to treat the specific cause of your neck pain.

Yes: Relaxation of the trapezius will help pain. However, strengthening of it will make it more enduring to different stressors and eventually will help reduce the amount of pain it would have had if it was not as strong.

Possibly: There are many causes for neck pain. Muscle spasm is a common cause of neck pain. Often strengthening a muscle via working out will lead to more frequent spasm/pain depending on how hard you work that muscle. Don't overdo it. Generally speaking strenghtening muscles the right way without straining will lead to better overall physical condition. However, there are many causes of neck pain.
