You need to work with a physician and/or physical therapist and craft a specific plan to treat the specific cause of your neck pain.

Possibly: There are many causes for neck pain. Muscle spasm is a common cause of neck pain. Often strengthening a muscle via working out will lead to more frequent spasm/pain depending on how hard you work that muscle. Don't overdo it. Generally speaking strenghtening muscles the right way without straining will lead to better overall physical condition. However, there are many causes of neck pain.
