Yes: This is why they should cover their mouth and nose when coughing. However, it is just as important for them to frequently wash their hands and clean up secretions. Also, your own frequent hand-washing or sanitizing, as well as keeping your hands from your mouth and eyes will help prevent the transmission of a cold.

Possibly...: If a person coughs or sneezes, you can then inhale their airborne droplets and possibly contract their infection. Coughing or sneezing into your elbow helps prevent this mode of transmission.
