Either or both: Unhealthy and inflamed gums may be sensitive. If your gums bleed when brushing you either have gingivitis or other gum issues or maybe you are being too aggressive when brushing. You should always use a soft brush so if not get one. Seeing a dentist to check your gums is the only way to know whether or not you have gum disease.

Maybe both: Gums should be firm and pink in color. A soft toothbrush cleans teeth well and stimulates and massages your gums at the same time. So a soft toothbrush andfirm pink gums are normal, healthy. If not see a dentist!
