Does it hurt: If it hurts you or if you have limitation, then surgery is the only way of removing the spur. Physical therapy could help with pain and range of motion but to remove the spur surgery is the only treatment.

Perhaps: Bone spurs occur due to long term traction on a tendon, calcification of a ligament or arthritis. They don't require surgery unless they are irritating tissues surrounding them. Usual start. With ice, stretches, and antiinflamatories for symptoms.
