Yes and No: Your teeth are suppose to line up together all the time, when you move your jaw they line up in a different position, you need to be more specific so we can give you a more accurate question.

No: Not completely clear on the question, but the top teeth aren't supposed to line up with the bottom teeth. The upper jaw is bigger than the lower jaw and the lower jaw fits inside the upper jaw. It's normal for the upper teeth to extend beyond the lower teeth by a few millimeters.
