Common: Although there are many charts and diagrams showing time tables for erupting primary (baby) and permanent teeth, the teeth themselves cannot read and follow their own pattern of eruption. It varies quite a bit and almost always works out without any problems over time. Enjoy your family and your baby and let nature take its course.

Don't worry: It is not average but i don't think it is that abnormal. Usually it is the bottom, but baby teeth are seldom right on schedule and in the "normal" pattern. I bet the lowers are right behind them. See your local dentist if concerned more. Your child should be seen about age 1 or 6 months after first tooth erupts, make sure to brush baby's gums and teeth as well.
