Sometimes: While most people do not need to have this procedure (frenectomy) done, if you have a space between your upper front teeth that you want to close, and you have heavy gum tissue between those two teeth, then yes you need to have this tissue removed in order to sucessfully close the space. If left it will push the teeth apart again once the braces are taken off.

Yes: I am assuming you ave a large space between your two front teeth and there is a frenum (piece of tissue connecting your lip with your gum) which is low. If that is the case then yes the frenum has to be cut before braces treatment.

Certainly: A "maxillary midline frenectomy" is a common, simple procedure to remove a ankylosed or "tight" muscle attachment or frenum that may extend between the two upper front teeth.
