Can lasik eye surgery be done a 17 year old with amblyopia in one eye that previously had eye muscle surgery and then the other eye is just bad vision?

Maybe: Lasik can be consider in patients with amblyopia to eliminate the glasses or contact lens prescription. It will not correct the amblyopia though.

Not yet: Lasik surgery is typically done only on adults when their eyes are stable. This means that early 20's is the age this can be addressed.
