It depends: Different people can tolerate different degrees of high blood sugar. In general, type 2 diabetics can tolerate higher blood sugar numbers compared to type 1 diabetic. In any case, once you start seeing ketones in the urine (or smell a fruity smell on your breath), it's time to take action!
