Ear congestion.: Could be allergies or fron common cold. Try over the counter decongestants or antihistamines like allegra (fexofenadine).

Ear fluid?: It could be an allergy, as dr. Grobman said, but if you are having pain, i would recommend that you see your doctor, especially if you try an antihistamine and it doesn't work.
