No: Tori are hard and the gum tissue is firmly attached, kind of like the skin on the front of your shin. There shouldn't be any loose tissue that can move around if it is a tori. Just have it checked out.

Somewhat: It sounds like it could be a torus, but i'm not sure about the moveable part of the equation. See a dentist who can definitely determine what you see and feel. It's not worth taking a chance that it could be something else.

I don't think so: I have never seen or heard of a tori that is moveable. It doesn't mean it is impossible, but does mean that it is improbable.
