If scar tissue deep in the calf due to sports inj is not treated(massage etc) will it become permanent and have to be removed surgically later on?

No: Scarring in the muscle is not like the skin. There is excellent blood supply for full healing. Deformity may result from a deep injury, but surgery does not make it normal. See an orthopedic surgeon if pain spreads to the knee or bone.
