Yes: It feels that way because your gums may have had some inflamation. When you had them cleaned the inflamation was reduced causing the feeling to feel as if they do not exist.

Yes and no: If you had lots of tartar buildup removed you may have had some bone loss in the area as well. The gum can only grow a limited amount from the bone. If the bone height is adequate the gum may regrow if the area is kept clean and healthy. I can;t define "normal" w/o seeing what your gums looked like before treatment.
