Yes: Iv cannula plus fluids, medications in a vein can result in irritation of the vein lining, subsequent thrombosis (clot) . This is often self-limiting, and moist heat to area 2-3 times daily for 15 min helps relieve discomfort. You may be left with cord-like feel to vein for several weeks, gradually subsiding.

Phlebitis likely: Although it is possible that there could be a clot, as dr. Isobe said, it is more likely to simply be inflammation (phlebitis). Anti-inflammatory medicine is helpful for pain. I would still recommend using anti-inflammatory medicine, even if you don't have pain any more, as long as you feel the hard cord. These go away with time but should be dramatically better in two weeks or less.
