If this is of recent: Onset, it certainly can be. See her pediatrician. Odd as it sounds, if the vulvar mucus membranes are red or sore, sitz baths with a cup of white vinegar to 6" of warm water may help. Soap & bubble bath are irritating. Show her how to wipe front to back with unscented wet wipes, disposing of each after one wipe. And, of course, don't scold, just have her put wet panties in a pail in the bathroom.
