What are ways to treat someone who's pigeon toed?

See below: There are splints and braces or orthotics available but it also depends on the age of the person and at what level the deformity is.

It would depend on : The age of a person. If you are talking about a child, there are orthotics that can be made referred to as gait plates that can help train a child to walk differently. In adults this is much harder. There are famous people that are pigeon toed: think john elway the famous quarterback, spike lee, the famous director, keannu reeves the actor. Once an adult, likely this is the way you will walk.
