Its been 3.5 weeks since my clavicle fracture surgery. itsgot good rom and strength. i am strongly considering someactivities like snowboarding on simple runs with no risk of fall. should i?

No!: Not without your surgeon's clearance. I strongly suggest you run it past your surgeon and ask them before doing any type of activity like snowboarding. If you re-injure your clavicle there is a strong risk it may not heal correctly or at all.

Snow activities: Snowboarding & downhill skiing always carry the risk of falling, no matter how simple the run or how expert an athlete u are. Cross-country skiing might be better choice, but ask your orthopedic surgeon's advice. Snowshoe hiking is also good exercise.

Understand the risks: Ultimately the rate of healing depends on the nature of the fracture and the quality of reduction at the the of surgery. This takes at least 6 weeks for best case scenario. There is a real risk for refracture and/or implant failure to occur if a significant impact injury is sustained before bony healing. Discuss the risks with your surgeon before putting yourself at risk.
