Too early: At 3 weeks you are to early to say you have an ectopic. Hcg levels every 2 days and an iup by ultrasound will confirm no ectopic.

Be patient: At 3 weeks the embryo/fetus is just 6/100ths of an inch long & the supportive tissues still leave the material tiny. It's a bit early to be specific about anything.
