See a doctor: I suggest your brother see a doctor for evaluation/physical examination of the nodules. Majority of testicular masses are benign but at a young age (15-45 y/o men) testicular cancer is common and when detected, has a very high cure rate.

Get it checked out: If the lumps are on the testicles it's important he see a doctor. Probably nothing but don't want to miss something bad like cancer.
