Probably unrelated: Glaucoma is a serious problem, especially in someone as young as your bf. Eyedrops are the standard to lower the pressure in the eye to a safe level. Glaucoma is structural and does not cause fever or headaches. For these problems he should be seeing his family doctor.

Glaucoma: Glaucoma does not cause migraines or fever. If his pressures are very high and uncontrolled, this can cause a headache around the eye or eyes though. He needs further evaluation by his regular doctor.

Something else: In the past with much older glaucoma drops these symptoms happened as allergic or hypersensitivity reaction due to the components of the drops. This sounds like something else is happening and if his doctor is ignoring him seek a second opinion quickly. This still could be a rare hypersensitivity localiezed reaction.
