Yes,this can happen.: When a cardiac valve is leaky the blood regurgitates back into the chamber from where the blood came originally instead of going in the forward direction to the next chamber. When it happens the tissues don't get enough blood and oxygen. At the same time the overfilled chamber from the leaky valve is trying to make up by beating faster than it should be, to meet out the demands of tissues.
