Yes: I think vaseline/petroleum jelly is effective for dry skin. I don't believe it reduces eye lid puffiness or clogs pores. Unless you are rubbing your eyelids a lot from dry itchy eyes or eyelids which exacerbates puffiness, then petroleum jelly may be helpful to soothe the skin to decrease the rubbing. Otherwise its not going to get rid of puffy eyelids. If you are allergy prone: antihistamines.

Sounds OK: Petroleum jelly can be very soothing to the lids. Many lubricating eye ointments have petroleum jelly in them. It won't clog your pores. The only unknown: petroleum jelly is made from crude oil and we don't know much about it.

Yes: It wont get rid of puffiness to any extent unless part of it is from dry skin. It should be used sparingly with the caveat that any type of coal tar sensitivity or allergy precludes its usage.
