Depends: First you should consult with the physician that recommended the marrow biopsy since the clinical history is very important in order to answer your question. Apparently your bone marrow is not producing enough cells for your needs and age. There are many possibilities and some have cure. Again talk to your doctor about your concerns and diagnosis.

If I understand: Your question a bm biopsy and aspirate were performed for the evaluation of anemia. The marrow was hypocelllular at 25%. A nineteen yo should have a cellularity of over 60%. I doubt this is "bad" but it does need to be sorted out/followed.
