Many things: The most likely is a viral infection, cold. Allergies and other diseases are less likely in an infant but possible. If this continues she should be seen by her pediatrician. If she's happy, eating well and has no fever, just observe.

Baby tearing: Based on the supplied history this could be from swollen adenoid tissue from teething. This can lead later to silent ear problems and her pcp should look for this problem.
