It is a choice: The success of IUI is a bell shaped curve and the average is 3-4 times and up to 6 attempts. By then, if IUI is not successful, it probably will not work and you need to look at other options i.e. Ivf. Make sure that no other causes have been missed and than decide is your money and emotions better spent on 2 more iui's or switching to ivf. Hope this helps.
