Venous ulcers: Venous stasis ulcers are exacerbated by swelling of the ankles. Compression stockings that help to keep the swelling down are beneficial. If actual ulcers are present treatment of the ulcers will also be required and you should see your doctor for that.

Venous ulcers: Venous ulcers are due to venous hypertension in the leg veins and this is highest at the ankle level. Support hose work by decreasing the venous pressure and increasing the venous return. In patients with heart failure support hose could worsen the failure by increasing the venous return to the heart so this needs to monitored closely.
