Blepharitis : Try warm compresses and artificial tears. If no improvement, call an eye doctor.

Infection: You did not say how big an area. This can range from blepharitis to one or two localized abcessed glands in the lid. This can also represent airborne foreign body or reaction. This can also represent localized skin trauma from make-up application.You need to see an ophthalmologist for eval and appropriate treatment.
