Yes: Get it checked out. It may be of little consequence but you don't know until it is checked.

Depend: In general, blood tinged phlegm is consistent with bronchitis and should clear up after antibiotic treatment. However you need to complete a cxr to rule out any other causes. If persistent blood in phlegm you might warrant a CT Chest.
