Joint contractures : Of prenatal onset are called arthrogryposis. There are different etiologies (causes) of this, depending on the findings on physical exam. A fracture of the tibia in a newborn could be associated with one of the types of osteogenesis imperfecta. Certainly, evaluation by a geneticist is warranted, as well as by a pediatric orthopedist & a pediatric neurologist, ideally before you take baby home.
