Had a cyst removed from my femur when 12 after a severe fracture and a titanium plate screwed into it. i am currently 33 and the left leg where the plate is located now causes me constant pain. is it even possible to remove the plate now?

It is possible and if infected should be taken out Discuss with a Dr who knows you.

I wonder why you have the pain now because your bone is no longer growing. You should visit an orthopedist for a thorough assessment to decide if pain is truly causing the pain and if the femur is stable for plate removal or replaced.
