Frozen shoulder: Any underlying issues that led to frozen shoulder besides diabetes. Example torn rotator cuff. If other issues addressed u might get some motion back.

Talk to Orthopedics: It is possible that a surgery could help resolve this problem. The use of scopes to examine and treat the joint might be an option.
