Physical therapy: Injection of steroid to the shoulder, range of motion exercises and physical therapy would be a good place to start before considering surgery. A lot will depend on how much range of motion can be regained, pain controlled with conservative treatments. Don’t forget oral and topical NSAIDS as well. Good luck
