No: Any side effects of the rubella vaccine would be apparent within the three weeks after administration. Joint discomfort (transient) is the more common side effect in adults (women). A viral meningitis 3 months later would arise from a separate exposure & is usually a enterovirus or gut virus. This is easily confirmed by PCR on spinal fluid sample.
