Fluid: Most likely an effusion behind the eardrum, it should clear on its own but it may take a while. 90% of patients will drain in 3 months. If you start to feel pain in the ear or develop fever see a doctor.

See a Doctor: You could have wax in your ears, clogging your canals, or a "fluid/congestion" behind your ear drum. Having a doctor look into your ears and examine them would be helpful to properly diagnose and treat your specific condition. Good luck.
