Otitis media: You've described otitis media. It can be serous (just some fluid, often due to a viral infection) or bacterial. If you don't have a fever, you just have to wait it out as antibiotics and even decongestants don't help. If you do have a fever, seek medical attention. In the long run, serous otitis media gets better on its own, but it can be frustrating to have to wait with ongoing annoying symptoms.
