Allergic Shinners: I assume you refer to dark circles under the eyes. These are called allergic shiners, but they can be caused by multiple things. They can be caused by a back flow of blood and dilatation of blood vessels due to congestion in the nasal passages. Any allergen can cause this and general allergy testing can determine this cause. Other causes include natural color, congestion from other causes. Etc.
