No: Not all brown spots are skin cancers. Most moles and sunspots are not skin cancers. However, if you have a lot of brown spots, you have have them checked by your doctor. Features of melanoma (abcde's of skin check) includes asymmetry, irregular borders, lots of different colors or shades of brown, rapidly growing diameter or greater than an eraser head, and an evolving mole.

Brown spots: The best tool of the dermatologist is his or her eyes. Without being able to see the spots i cannot tell you what they signify. However if you're concerned about any spot on your skin anytime, you should see a dermatologist!
