It's possible: I would see a podiatrist and they can check. It's not very common but it can happen. Get it checked out so you don't have to worry...And if it is you don't want to miss the diagnosis. Someone who looks at feet all day everyday will be able to tell if it is concerning for cancer and if so, a biopsy can be taken.

Unlikely: Multiple brown spots and on both big toes is very rarely cancer. However, if you are concerned that it is you should see you doctor and decide if a biopsy is needed.
