Depends: This may be entirely normal. Many individuals have prominent conjunctival and episcleral vessels just as a matter of their anatomy. In some, however, especially if the vessels are extremely prominent ant tortuous, this may be a sign of an intracranial process such as carotid-cavernous fistula or cavernous sinus thrombosis. In others, it represents inflammation. Have it looked at.

Red eyes: This is normal, unless you overwear contacts, in which case it's not, and it's called corneal neovascularization, which will get worse with time, and eventually preclude lasik, as when you cut the flap you'll bleed, you can however get lasek as there is no flap or cutting involved, then the vessels will regress over time.
