Yes: Like with anything in life too much can be bad. So many foods are now supplemented with folic acid. All the Folic Acid you need is in a regular adult multivitamin.

Generally NO but...: Folic acid as a water-soluble vitamin has no known toxicity. However, there is evidence that very high doses may interfere with the action of some seizure medicines and thus may provoke seizures in those taking certain anticonvulants. Otherwise there are no known hazards from high Folic Acid intake. See http://ods.Od.Nih.Gov/factsheets/folate.
