Talk to your surgeon: The question is why do you want just local anesthesia; fear of anesthesia or cost savings? It would also depend on what type of capsule surrounds the implant as if the capsule needs to be removed, it may be more involved of a surgery. Talk to a board certified plastic surgeon and they can review your options. It also depend a lot on your ability to tolerate any level of being uncomfortable.

Not really: This procedure can be a very complex procedure. Local can be used, but not humanely. I would never try it on an awake patient.

Yes : Assuming you only need to have implants removed it can be done with local. Often times the scar around the implant will need to be removed or you might need to have a lift to make your remaining breast look better. These procedures would probably require at least a heavy sedation procedure.

Maybe.: Yes, uncomplicated removal of breast implants can certainly be done under local anesthesia. However, if there is a chance of silicone gel breast implant leakage, need for removal of breast implant capsule, and/or need for additional surgery such as breast lifting, best to perform the operation under general anesthesia.
