Sounds : Sounds like you tend to get hypertrophic scars or keloids. This particular scar, though, may have developed a cyst or boil in the same general area? Perhaps you need an antibiotic? I would recommend you consider seeing a dermatologist for further evaluation and treatment and to rule out other possibilities. I hope that helps.

Not sure : You may have irritated the scar and it became infected. Less likely is that something from the surgery is now surfacing as a post op infection. See a doctor
