Yes: Anyone can refuse treatment. You cannot force a person to take a pill or go to therapy or even to get shock treatment. However, if that person is really at risk of hurting himself or herself then the person can be hospitalized against his/her will. What happens after that depends on a lot of factors, including the person's willingness to continue with treatment.
