No: In general the answer is no, but in some cases some areas can be augmented with fat tissue from other sites (assuming the thinness is regional). Fat grafting is one of the options, providing you have enough donor fat deposits.

No general procedure: There is no procedure which makes underweight people to be made bigger all over the body areas.. Focal areas of fat grafting can temporarily add volume to thinned areas.

Looking bigger: No - there's nothing to make you bigger all over. Facial fillers or fat grafting can be used to fill in hollow or sunken areas of the face. Breast implants can be used to increase the size of the female breast. Other than that... There's not a good answer.
