The : The earliest a fetal heart beat can be heard by doppler is at 9 weeks, and typically the baby is so small and moves around that one can not be truly audible until about 12 weeks. It is very normal that you have not yet heard a fetal heart beat as it is still too early.

Fetal Heart Sounds: The baby has a heart beat at 6 weeks. By 10-12 weeks the heart tones can be heard in the office. The most common reason for not hearing the heart tones by 12 weeks is that the dates are off. If the fetal heart tones are not audible in the office at 10-12 weeks an ultrasound will usually be ordered to make sure the due date is correct and to see the heart beat.
