Yes: Tinnitus is present in all of us, all of the time but when we have normal hearing and normal ear function it is masked and we aren't bothered by it. Blocked ears, from ear wax, infeciton, pressure changes, head cold, allergies, as well as others, can change the normal dynamics in the ear and can unmask tinnitus making it audible to the individual.

Possibly.: It is fairly common to have tinnitus whenever the hearing is decreased for any reason. If the reason for the decreased hearing can be resolved, the tinnitus may improve.
