My lower legs get very itchy despite using lotions and creams. seems itch is deep inside. what could be causing this?

Dermatitis: Common this time of year is a condition called asteatotic dermatitis. Dry skin, soap or laundry fragrance and cheap lotions all make it worse. Bathe gently with less hot water and use a steroid ointment for a couple weeks and it should clear right up.
