Generally, yes: If the surgery to which you refer is tooth extraction, the answer would be "yes"-- extraction service is customarily charged on a per-tooth basis. The complexity of an extraction also will determine cost. On the other hand, if your teeth are removed in the course of surgery on some other part of your body--- well, consult a lawyer.
