If necessary, that flap of tissue can be removed. It will usually shrink away as the tooth erupts.

This flap is common in erupting third molars, and can become inflamed when lower tooth bites on it when eating. This is called a pericoronitis when traumatized and should be removed surgically. Since your tooth was removed a small flap remained than it also can be surgically removed, if it remains and you a have lower wisdom tooth than you could bite the flap and irritate it, also a food trap.
