Primary care: These are two separate problems but in general, the first person to see is your primary care physician. He/she can direct you to a specific specialist if he/she thinks that is necessary.

Different: A capable pcp covers both. Anyway, rheumatology addresses reynaud's, and dermatologist can address lichen.
